Add MaxRSSMiddleware that logs per-request maxrss delta via structlog,
gated behind ENABLE_MAXRSS_MIDDLEWARE env var. Add a separate single-replica
Helm Deployment (web-memlog) that enables the middleware while keeping
the main web Rollout unaffected.
